Wind above Heaven below: the gentle wind above is gently restraining the powerful creative force below. This is the structural image of Xiao Xu: not the great taming of Da Xu (Hexagram 26, which has the mountain above heaven - a much stronger restraint) but the small taming of Xiao Xu - the gentle, persistent, penetrating restraint of the wind that holds back the creative force without opposing it.
The Single Yin Line at Line 4
Xiao Xu has only one yin line - Line 4, in the fourth position from the bottom. This single yin line is the restraining force: the gentle, yielding quality that holds back the five yang lines without opposing them. Line 4 is in the upper trigram (Wind/Xun) - it is the bottom line of the wind trigram, the point at which the gentle restraint meets the powerful creative force below.
The position of the yin line at Line 4 (the minister's position, the position between the ruler above and the people below) encodes the fundamental character of Xiao Xu's restraint: it is not the restraint of superior force (which would be Da Xu, the great taming) but the restraint of gentle wisdom - the minister who gently holds back the ruler's full creative force until the conditions are right for its full expression.
The Names of Xiao Xu
The Primary Name: Xiao Xu
The character Xiao means small, little, minor - not in the sense of unimportant but in the sense of gentle, limited, not yet fully expressed. The character Xu means to tame, to restrain, to accumulate, to nourish - the process of holding back strength in order to build it up, of restraining expression in order to accumulate capacity. Together, Xiao Xu means the small taming: the gentle, limited restraint that accumulates strength without fully expressing it.

The Judgment of Xiao Xu is one of the most evocative in the I Ching. Success: the small taming is working - the gentle restraint is accumulating strength, building capacity, preparing for the right moment of full expression. But the success is not yet complete: dense clouds, no rain from our western region. The clouds have gathered - the strength has been accumulated, the capacity has been built - but the rain has not yet fallen. The breakthrough has not yet come.
The western region in the Judgment is significant: in the classical Chinese cosmological system, the west is associated with autumn, with the completion of the cycle, with the harvest. The rain that has not yet come from the western region is the harvest that has not yet arrived - the full expression of the accumulated strength that is still being held back by the gentle restraint of Xiao Xu. The Image

The superior person who refines the outward aspect of their nature is the person who understands Xiao Xu's wisdom: in the time of small taming, when the full expression of strength is not yet possible, the appropriate action is not to force the breakthrough but to refine the outward aspect - to work on the presentation, the communication, the form through which the inner strength will eventually be expressed. The inner strength (the five yang lines) is already present; what Xiao Xu calls for is the refinement of the outward aspect through which that inner strength will eventually be expressed.

Xiao Xu also follows Bi as the natural complement of voluntary community: the community of Bi gathers through genuine attraction; the small taming of Xiao Xu refines the community's outward aspect, preparing it for the full expression of its genuine strength. The gathering of Bi creates the potential; the small taming of Xiao Xu develops the capacity for its sustainable expression.
The Opposite and Inverse Hexagram
Opposite Hexagram: Hexagram 16 (Yu, Enthusiasm)
Xiao Xu's binary opposite (001000) is Hexagram 16, Enthusiasm - the hexagram of the full, enthusiastic expression of accumulated strength. The opposite of small taming (gentle restraint of strength) is enthusiasm (full, joyful expression of strength).
